Newropeans is proposing for months to have a complete new non-proliferation policy pushed forward by the Europeans. Whether it concerns Iran or Korea or other future nuclear powers, the main idea is that the current Treaty on Nuclear Non Proliferation is obsolete and that a new policy must rapidly emerge based upon the idea of controlling rather than preventing access to nuclear power.

When Natalie P. leaves her office at about 6 p.m. she is always in a hurry. Just two hours left to share dinner with her two little children and to read a short bedtime story. She did not go to the round table discussion on “Iran’s nuclear program and Europe’s role as intermediator” she had been invited to.

She is interested in politics, but family and irregular working time prevent her from getting herself involved with the NGO’s and political activists nearby. Later at night, after things have calmed down, she boots her computer and logs in to the Newropeans Intranet. She doesn’t even know perhaps, but actually she is a precursor of e-democracy.

On August 23, while much of Europe was still enjoying summer vacation, the first hydrogen fuel station marked crucial first step towards establishing 580 km long "hydrogen highway" between Norway's oil capital Stavanger and national capital Oslo. In Canada hydrogen highway will be operational in Vancouver by 2010 Winter Olympic Games. California and Florida are developing their own H-highways.

Unnoticed by the public, the European Commission issued its first “Annual Statement on the Euro Area” and its companion piece, the first “Annual Report on the Euro Area” on Tuesday, July 12. Both are supposed to “raise awareness and stimulate a broad debate on euro-area economic policies and developments”. That both went down unnoticed by the public is ironic given this objective. But not surprising: under the current set-up of the eurozone, a broad political debate will not emerge.

My paper on the Middle-East "The EU must take risks in the Middle-East" was written and published in French (L'UE doit prendre des risques au Proche-Orient - 14/07) three days before Israel launched their attack on Lebanon; it therefore mainly focused on defining a future pro-active European policy regarding the Israelo-Palestinian conflict. In this paper I underlined the necessity for the EU to set up rules designed to « civilise » confrontations between the two parties, in particular during those crises that regularly affect the region.

Nicosia has the dubious distinction of being the world's last divided capital, writes Stephen Gardner. The partition splitting Cyprus runs right through the historic centre of Nicosia. Near the Ledra Palace Hotel, now used by the United Nations as a billet for peacekeepers, all that separates the Turkish north and the Greek Cypriot south is a wire fence. Elsewhere the green zone is wider, encompassing streets and buildings falling into decay.
